I don't think I'm familiar enough with that stuff. Early on, he did go low sometimes (I'm sure some of that was just how he liked to emphasize his voice) and then he got higher. Then it got lower again, of course.
I'm thinking where it's already at, or Eb3.

Listening to "Hero" i'm pretty sure the C♯5s and E♭5s are Ozzy's voice. They sound a lot like him to me:

didnt meant it that way sir. I did not notecheck his previous notes and thought he hit some A5 even B5s. Disappointed by my estimation and the way he hit those notes feel higher that's all.

queenfan11 expressed interest in hearing the fifth octave notes off Ordinary Man (several backing notes in "All My Life", "Today Is the End", and "Under the Graveyard") over Discord, so I figured I'd share them here for the sake of discussion. C5s here and on every chorus (0:48, 1:52, and I think at 3:00)
C♯5s:
C♯5s here. Btw, is anyone hearing 0:37 as anything low? I must've ignored it on first listen, but now I'm wondering if there might be anything worth paying attention to there.
As you can probably hear, they mostly sound pretty autotuned, but I'm not sure if it's to the point of being worth considering them questionable notes, because they don't sound 100% unnatural and robotic to me. My take is that there was undoubtedly some pitch correction applied to them, but they may have been close enough to the intended pitch to still be worth giving some credit to. He also gets up to some surprisingly strong lead vocals B4s in "Under the Graveyard" and "Goodbye" which sound pretty natural, so there's that to take into consideration too I suppose.
