Hello As i go down in pitch i often get a bit of vocal fry on the C2. Is that counted as your range? Is fry that rob halford is doing on the low note? www.youtube.com/watch?v=lOGSqjJASpw

If it's got a decent amount of resonance, fry is 100% part of your range. If it's toneless crackling, with little clear pitch, then that type of fry should not be counted imo. I'm not sure if Halford mixes in fry, or if his voice just thins out and becomes quite throaty when sings in the lower-second octave. But those notes are counted towards Halford's range, yes.
