Biology and tessitura will naturally have to be taken into account here. It's more about the quality of their lower register, their control over that part of their voice, and how they can apply it in music, rather than how low they can go overall.
S Tier Refers to - Glorious low singing, making full, extensive and expressive use of the bottom end of their instrument. As impressive as it is stirring.
A Tier Refers to - Impressive and demanding low singing. Consistent, with no intrusive flaws, but not that emotive, or a bit one-dimensional in terms of delivery.
B Tier Refers to any of - Impressive low singing that sounds a bit affected or ungainly. - Low singing that gets the best out of fairly unadventurous melody lines. It's melodically plain stuff, but they're knocking the low notes out of the park.
C Tier Refers to - Low singing that is entirely serviceable, though quite unrefined/underwhelming. It's simple stuff, and they're doing an alright job.
D Tier Refers to any of - Low singing that is a bit frail/shaky. - Low singing that is audibly thin/weak, though still able to carry melodies effectively. - Low singing of simple melodies that sounds affected/ungainly, but is otherwise decent. They're making hard work where there shouldn't be. - Low singing that is extremely limited in application, though otherwise decent.
E Tier Refers to - Very flawed low singing, deficient in most respects, but can still carry some sort of basic tune.
F Tier Refers to - Uncomfortable grumbling, with little-no intonation, that basically occupies their lower register.

Freddie Mercury something between C/B Tier, but in his last years (from 1988 to 1991) he would be a solid A.

I'm feeling A tier for Ken Tamplin. That cover of "Low Rider" sounded really solid and comfortable for him, down to D2. Only real criticism I'd have is that his low register is quite plain, and isn't all that soulful to my ear.
Young Bruce Dickinson for C/D tier. Reunion era Bruce for B/C.
Tony Kakko for B Tier. He has to thin out or go a bit cartoonish below F#2, but he's generally quite good, especially for a power metal tenor.
Alexi Laiho for E Tier.
Tomi Joutsen for B/C tier. His tone is great for low singing. He's just so conservative with his lower register for baritone. Rare for him to go below B2.
M. Shadows for B/C tier too. Definitely could be a solid B if he just gave his lows a bit more time in the spotlight.
Bret Michaels is C tier personified. He's pretty much fine, but his low singing is quite forgettable and far from adventurous.
Rody Walker is D tier lows. Did a fairly good B2 once, and can carry a tune ok in the lower third octave.
Mikael Stanne is... maybe B tier? A lot of his lows are foreboding chants, with not a great deal of melody. But his lows are pretty solid.
Nick Drake is a solid B tier. "Blossom" has some very smooth G2s. Nothing too flashy, but he was good at what he did.
Ricky Wilson for B tier as well. He channels some David Bowie energy in his second octave, but doesn't explore it all that thoroughly.

Not really, she can still belt out E5s (could probably belt out a bit higher still if she wanted) and she has some higher notes in head voice too

Of the folks I notewatched:
Munly is S-tier Lance King and Todd Hall are A-tier, surprisingly enough Hansi B-tier (has pretty strong lows, but doesn't use them very prominently) Kai Hansen is C-tier Burke Shelley is I guess D-tier; surprisingly decent lows considering his voice, honestly Waylon Jennings A-tier Slim Cessna around C, maybe a low B (again, doesn't come up very much in his music) DEE and Shooter Jennings B-tier Dan Arlie S-tier for sure Franck Garcia and Rodney Crowell E-tier (Crowell has not really benefitted from old-man-voice)

Michael Gira easily between A/B. Not too impressive, but solid and most of Swans discography features his 2nd octave.
David Gilmour maybe a B-, i mean, his lows aren't that present in most of Pink Floyd/Early solo career, and below G2 he loses a ton of weight.
Speaking of PF, Roger Waters is an A-/B+ for me. He is a strange case, solid lows whatsoever, but a lot are spoken notes.
Gustavo Cerati is a C from the Soda era, and an B later on. Not a great singer for lows, most of his mid 2nd octave are short.

Peter Steele and Till Lindemann both feel fair as A Tier. They got thicc, thicc lows, but they're more monstrous than particularly emotive, which is what separates the S tier from the A tier for me.
Curtis as D Tier is spot on.

Chris Robertson could be E Tier, or at least was the last time I heard his lows, which admittedly was a few years ago. For someone with such a Danzig baritone kind of a timbre, he surprisingly struggles below D3.

Warrel Dane could probably sneak into A Tier. He didn't spend as much time in that part of his voice as he maybe could have done. But those "Lucretia My Reflection" C2s are scary good.
James Hetfield for B Tier.
Dave Mustaine for either a very strong C tier or a very low B tier.
Mark Knopfler for B tier. He has some very strong low notes, but usually interspersed with sung-spoken passages.
Paul Robeson for A Tier. Thicc af lows, but he sang everything with pretty much the same larynx-to-the-floor tone, and big, hefty delivery.
Leonard Cohen and Ronnie Drew in A tier for similar reasons. Big, solid lows. But all with that same grumbly, smokey kind of delivery.
Avi Kaplan for S Tier. Ace lows, but also really pleasant. Same goes for Bing Crosby.

I can't understand how there is anyone more S tier than Peter Steele I think the only argument against Steele being S tier would be his already very low natural placement. Apart from that, it's hard to find flaws. Perhaps you could argue, that he always sounded a bit too intimidating in comparison to someone like Leonard Cohen for example. But this might also have to do with his appearance and the style of music he chose, so I think I also lean towards S for Steele. Personally I think if someone were to argue that, it's a very faulty argument. Imagine saying that a sopranos c6s aren't impressive because she is naturally higher placed. If it sounds good it sounds good (I do lean on the s tier for steele but anyone saying a tier isn't wrong)

My main disagreement with Peter Steele being S tier is that his low singing was a bit one-dimensional. He was great at that boomy, foreboding chanting. But S tier imo is for someone like Avi Kaplan, who could use a greater variety of tones, dynamic intensities, and sing with more agility in that part of their voice.
